The Parliament of Exiled people was born of an original idea by Rudi Osman and Dounya Hallaq, based on a two-fold observation: on the one hand, exiled people are poorly represented politically in France, as in many European countries; on the other, their voice is often relayed by structures in which they play a secondary role. As a result, their expertise and skills remain under-utilized,
and the many existing support initiatives sometimes struggle to give a voice to those most affected.
In response to these challenges, the parliament of exiles aims to centralize and strengthen support initiatives. It thus proposes to organize the election of 15 representatives of exiled communities (8 women and 7 men) for a 2-year term, structured in 2 phases.

Firstly, university training, including theory and practice, on political issues; secondly, the exercise of the mandate, during which the representatives will lead thematic commissions.
Because becoming a citizen is an apprenticeship and a collective project that we build together, every day.

OF FOREIGNERS IN FRANCE
Of France’s 68 million inhabitants, 4.5 million are foreigners and do not have the right to vote.
OF FRENCH PEOPLE IN FAVOR
In France, almost ¾ of French people are in favor of at least local voting rights for foreigners.

It’s an itinerant initiative designed to raise awareness, bring together and mobilize future voters and candidates around the Parliament project.
To become a deputy of the Parliament of Exiled people, you must: have a B2 level of French; be the bearer of a political project in France; justify your militant, associative or political experience in France or in your country of origin; have come to France because of fears linked to political, economic, social, gender or sexual orientation reasons; hold a diploma at BAC level or equivalent; be between 18 and 65 years old; have lived in France for at least one year; not have the right to vote at national or European level.
Online voting will take place on a secure platform to guarantee the protection of users’ data.
The elections will be held online from June 18 to 20. The results will be announced on World Refugee Day, June 20.
